Did the U.S. founding fathers fear majority rule and can the Supreme Court overrule a law made by the public?

All laws ped MUST be constitutional or they may not be enforced. Example: A law that stated that blue eyed people will be required to pay an extra tax wouldn't be constitutional because all laws must apply to all citizens. While many laws are ped, not all of them p constitutional muster. Sometimes it takes a long time to get around to dealing with unconstitutional laws, such as the various southern Jim Crow laws, but once these laws were challenged constitutionally they were ruled illegal and therefor not binding.
