The partial - charge at one end of a H20 molecule is attracted to a partial + charge of another H20 molecule..?

What is this type of attraction called? The answer is a hydrogen bond, but I thought the answer was a polar covalent bond. Please explain why. Thank you, God bless, and Happy New Year!
