How do you get a man to pay child support that he was ordered to pay through the state's child support dep.

He is 6 months behind. The dep. says his name was taken to collections. Yet, he refuses to pay anything. My guess is that he caught on that probably nothing will happen to him if he doesn't pay child support. Hiring an attorney is not an option.
